This propaganda film was produced by the US government in 1936. The film was part of the US campaign against Cannabis. The opposition to Cannabis was largely driven by financial interests from e.g. the cotton, concrete, nylon, healthcare and pharmaceutical industries.
This is the very definition of insanity. Complete nonsense based solely on the fact that an unpatentable plant could threaten a number of industries whose survival depends on us humans being "fairly" healthy.
